Removal is not a failure of the wall, it is a decision about what is behind it. Once stucco has debonded from the lath across a large area, or the lath itself has rusted through, there is nothing to repair into. Patching onto a substrate that has let go produces a repair that falls off with the section around it, usually within two winters.
The test is sounding. We tap across the full elevation and listen for the change from a solid knock to a drum. Drum means the stucco is no longer attached and is being held in place only by the stucco around it. When that covers more than roughly a third of a wall, removal and rebuild is both cheaper and safer than chasing it in pieces.
The other common trigger is what removal exposes. On older NYC framing we routinely find rusted wire lath, rotted sheathing at window heads, missing or failed flashing, and in some cases no weather resistive barrier at all. None of that is visible from the outside and none of it can be corrected without taking the stucco off. That is the actual value of the job.
Doing it safely matters in a dense city. Material comes down in controlled sections with protection below, debris is contained rather than dropped, and where the work is above a sidewalk the question of whether a shed is required gets answered before the first hammer, not after a complaint. We also document the substrate with photographs as it is exposed, so you can see what you paid to fix.
